So little art supplies........sigh

Hmm I don't know if a Michaels is near you, but there are several near me.
Testors Enamels = ~$10 for a set
Testors Individual Colors = ~$1-4 depending on color and type (metal flake etc)
Cheap Brush Pack = ~$5 for a set (about 8 brushes)
Cheap 10 cup palette = ~$.99
Amazing Customs = Priceless
Seriously though, you can start making customs with very little investment (about $20) aside from your victim and some cheap paints.
An Airbrush setup at Michaels (my next purchase) is $25 for a beginner gun set, and $10 for a can of compressed propellant (a compressor is lik $130).
Paints are between $2-5 depending on color.
Magic Sculpt (what Motorbot uses for his custom shapes) is about $15 for 1lb.
And best of all you can get a 40% coupon for any single item every week if you check your newspaper (usually one Wed.)
They also often have 25% of everything (with coupon) sales. I just stocked up the other day with one of those too.
Art supplies are always (ALWAYS) rediculously overpriced, so watch the coupons & sales, and hit up Home Depot or Lowes because you can often get a comparable materials under different brand names for much cheaper than you would if you bought it at an art supply store.
