They can't do that because it's illegal. Shipping prices to other countries aren't set by Rotofugi. They almost always LOSE[i] money on shipping. Their prices are as low as they can go.

I'm not pointing any fingers here, but most of the shops I tried to order figs from, charge double or triple amount, of what shipping to Latvia is worth.

And it's not illegal, it's a free will of the seller.

I certainly don't want to hi-jack the thread either, but I do want to ensure that everyone that reads this thread understands. You may have that experience with other shops, but Rotofugi does NOT make money on their shipping fees. Kirby and Whitney are friends of mine, and I see the kind of hard work they put into their store. They bend over backwards for their customers and do everything they can to accommodate them.

If you need to hear it from Kirby himself, he discusses it on the KR boards here

Regarding customs value, here's the information straight from Rotofugi's website:

"We're very, very sorry, but we just can't do that. Falsely filling out customs forms is against the law here in the states, and we like to stay on the good side of our government lest they put the smackdown on us. We do, however, mark all packages with a value that is equal, more or less, to the legal replacement value of the goods rather than the retail pricing, so that should help a little."
